Cogeneration in Romania between new investments and emerging challenges
Market and policy
In recent years, Romania’s cogeneration sector has made progress thanks to the Modernisation Fund, which has supported new plants under construction in Constanța, Arad and Bucharest, for a combined capacity of several hundred megawatts. Despite these steps forward, critical issues remain in many other cities. The main challenge is the introduction of the European ETS2, which will penalise the use of natural gas. This creates a paradox for Romania, a country rich in gas resources but increasingly constrained in using them for cogeneration. The sector is therefore exploring strategies to valorise these resources without losing competitiveness. Learn more in this interview with the President of COGEN Romania.
