The FW 309-1 guidelines regulate the issue of primary energy certificates in Germany for cogeneration plants connected to district heating networks. The certificates can only be issued by the relative Authority, namely AGFW. DIN 18599, on the other hand, covers the series of regulations concerning energy efficiency in buildings.
