Italy - Cogeneration and the Energy Efficiency Directive: New limits and Italcogen’s proposals

The Energy Efficiency Directive has introduced an emission limit for future cogeneration plants, set at 270 g of CO₂ per kWh produced. The current interpretation involves assessing the overall fuel emissivity, meaning the total emissions of the plant based on the type of fuel used, relative to the total energy produced. In this context, Italcogen has launched a consultation to revise an existing standard, aiming to define a clear and specific method for calculating the specific emissivity. The proposal also seeks to introduce an environmental savings index, which takes into account the beneficial effects of cogeneration in terms of primary energy, translating them into concrete measures of emissions and environmental impact.
