Permits for cogeneration projects in Puerto Rico

In Puerto Rico, launching a cogeneration (CHP) project requires obtaining a series of permits. The main one is the REA (Recomendación de Evaluación Ambiental), a preliminary permit that provides a technical recommendation from the competent agencies based on an environmental impact assessment of the project. After obtaining the REA, other permits are required, including the DEA, construction permit, PUI, and SRIs. One of the main challenges in the permitting process is the complex documentation, which can extend the time needed to obtain all approvals from 3 to 6 months.
