A "CHP working group" to raise awareness in the Alberta region of Canada

The Alberta CHP working group works to spread the adoption of cogeneration in this Canadian state. We asked Richard Lazlo of QUEST, the association that created the working group, to explain new developments in carbon policy particularly in terms of the CCIR (Cost-Competitiveness Incentive Regulation) and federal policy.
