Performance Measurement and Verification Protocol, IPMVP According to the FIRE, the Italian Federation for Rational Energy Use, companies, but also and especially public administrations, need to appoint an energy manager in order to effectively activate energy efficiency measures. To promote the role of energy managers, the FIRE developed an Energy Manager Observatory in collaboration with the Ministry for Economic Development. Three working groups have been set up under the observatory dedicated to basic energy management tools, innovative tools for energy managers and the public administration.
