Italy – PMG for Biogas Plants: Rules, Conguaglio, and Changes from 2026

For biogas plants in Italy whose incentive period (TO) is nearing its end, it is important to consider the deadlines for submitting applications to access the PMG – Minimum Guaranteed Price. In this interview with CIB Service, we review the operational rules, with particular attention to payments, which can be made through monthly advances or a year-end conguaglio, necessary to determine the final PMG due. From 2026, changes are expected for cogeneration plants with PMG that recover heat for internal use or supply it through district heating. For these plants, it will be necessary to precisely measure thermal energy in order to correctly apply the reduction of the thermal PMG.
