Biomethane for the Italian Hard-to-Abate sector: the role of the service provider in the direct consumer-producer relationship

Article 5, paragraph bis, of the Italian Agriculture Decree promotes the use of biomethane from agricultural biomass in production sectors that are difficult to decarbonise (the so-called hard-to-abate sectors). It refers to the possibility of consuming biomethane not only within the same production site but also at other sites, provided there is a purchase agreement with specific characteristics. In this way, hard-to-abate consumers can offset their ETS obligations (European Union Emissions Trading Scheme - EU ETS). Once purchase agreements are in place, a service provider is required to handle the transport and balancing of biomethane on the networks.
